Dear Sir,
AMPW wishes to introduce itself

A More Peaceful World (http://www.nationstates.net/cgi-bin/index.cgi/87259/page=display_region/region=A_More_PeacefulWorld) is in search of active nations that wish to join and participate in our region. As you may have guessed by our region’s name we are a region of peace. We believe in freedom, democracy, human rights, happiness, love and friendliness. However, we are not afraid of a good debate, our regional forum is full of active debates about wordly issues and (real life or RP related) recen events.

Members:
Currently, there are slightly more than 33 nations in our region; tourists, diplomats, residents, citizens, officers and elders. Almost all of them joined our forum (http://s10.invisionfree.com/A_More_PeacefulWorld/index.php?act=idx), and quite a bunch of them are active daily.

History:

Our region itself is not a very old region. This is because the region was established after a merge between two regions the SMS and the old-AMPW, former allies. Through ratification of the two constitutions: The Articles of Association and The Articles of Federation of the SMS and AMPW, respectively, we write one united constitution, carrying and explaining in detail the laws and policies of our region.

Organisation:

Four Elders are the oligarchs, they do not vote on ratification of laws, nor do they participate in discussions as an Elder (so as to remain neutral), they announce law changes, special occasions and when the unfortunate action has to be taken, ejection of a nation, although that rarely happened in either regions, and has never happened in our region so far. Their shared nation is the AMPW Elders.

For each important department voluntary nations stepped forward to manage it, we have a Domestic Affairs Officer, a Supervisor of Elections, an Immigration Officer, a foreign Affairs Officer (has to be re-appointed) and an Intelligence Officer. All are responsible for certain tasks, they are appointed by the Elders. A new department in the advisory council can be created by amending the Constitution, which goes via popular vote.

The delegate is democratically elected each month by all UN member states.

Other members are classified as tourists, residents or citizens. Tourists are nations that just came in, and still have to state their reason of presence, hopefully they want to stay in our region, like we encourage you to come over here and see how lovely this region is. Residents are nations that joined the forums. Citizens are nations that, due to significant contribution or loyalty have been promoted by other citizens. They can choose a place on our maps and are included in all statistics. However, daily statistics of UN rankings are gathered and published by the Psylo-Werbia Statistical Institute (http://ns.goobergunch.net/wiki/index.php/Psylo-Werbia_Statistical_Institute) for all people present in our region.

Other Information:

We regularly have regional feasts and activities, participation in that and all the talks, chats and discussion in the forum, unifies us. We are not anti-UN not extremely pro-UN, this varies per nation, and we allow this freedom. Although many left-leaning states reside here, we also have Republicans, Libertarians, Brazilians, Dutch, Swedes and other political groups and nationalities. Even a peaceful region like ours discusses the needs for war, however, we are not fond of region-crashing and invading.

AMPW ARTICLES OF FEDERATION

I. REGIONAL PHILOSOPHY

A. Our Vision
We believe in respect for the individual and their rights.

Our differences make us strong, enabling us to support individual free expression and protect the interests of the weak.

We believe there is no such thing as a "Just" war and that; in the face of conflict, compassion and tolerance are essential.

B. Our Mission
With our words and deeds we seek to promote peace, understanding and unity through out the world.



II. REGIONAL STRUCTURE

A. The Elders - provide regional security and direction.
Comprised of two Forum Administrators and the Delegate.

Both forum Elders shall have the key to the Root Admin account and shall remain Elder until the nation resigns, ceases, or is impeached.

They shall not be eligible to become Delegate.

In consensus with the Delegate, they shall appoint Advisors and equip the offices with necessary tools.


B. The Delegate - popularly elected through endorsements of regional UN members to a two (2) month term, maximum two consecutive terms.
Represents the membership of AMPW as an Elder

Participates as a member of the Council

Represents the UN members of AMPW in the United Nations.

Maintains the NS regional factbook entry

Carries out the ejection of nations as prescribed through due process.

Provides his endorsement (along with the Alternate Delegate) to any nation wishing to submit proposals to the UN.


C. The Council of Advisors - Appointed by the Elders and Delegate from among capable and willing volunteers, for a term of three months.
Immigration Officer - Oversees the recruitment, immigration, and status levels of member nations

Elections Advisor - schedules, announces and monitors elections for fairness; verifies members voter registration.

Interior Affairs Advisor - Moderates domestic issues; promotes forum activity.

Foreign Affairs Advisor - Represents AMPW internationally; seeks alliances with other regions.

Security Advisor - gathers and shares information pertinent to regional and international security to ensure peace in our time.

Other Advisors, whose offices may be created by legislative act.

The Delegate shall also be considered a member of the Council.


D. Staff
Appointed by Officers to help with Office duties

Confirmed by one Elder approval (and adjustment of forum tools, if necessary)

Positions may be created and dissolved as need is determined by the Officer

Duties and length of service is determined by the supervising Office.


E. General MembershipTourists
Requirements:

Must be present in the region.
Information:

Has not registered in the forum

Has not stated their reason of presence

May not participate in any elections

Is not protected by the laws of the region

Residents
Requirements:

Members who have registered in the forum

Members that did state their reason of presence in the region
Information:

Might have duplicate IPs of other members

May vote in opinion polls only

May hold Staff positions in government Offices

Citizens
Requirements:

Members that posted an introduction to their nation in the "AMPW Membership".

Members with unique IP addresses, registered in the forum

A minimum of 20 posts (Edit: previously I wrote: A minimum of 50 posts)

Members that have been noticed for their contribution and activity to and in AMPW
Information:

May vote in all regional elections and polls

May hold any government Office post

May be included in any regional maps and statistics[/color]

Officer verification of completion of citizenship requirements. If at least two officers agree on a promotion to Citizenship. If one disapproves, the promotion will not continue. If other officers but two (which vote FOR) do not vote, their vote is neutral and will not be taken into account.



III. LEGISLATIVE PROCESS
Submission of Bills - Any AMPW member registered in the forum may submit ideas for discussion in the Government Offices. Each also bears the right to make suggestions, criticisms and propose amendments of current bills.

Finalization - Once a proposal has been discussed and the wording finalized, an Officer of the Region (separate from the member who made the proposal) must sponsor the bill and format it for submission to the Voting Booth. Each bill should be submitted with both the author and officer listed on it.

Voting - A bill thus sponsored and formatted will be placed in the Voting Booth for one week and shall pass by simple majority of voting members participating during that week. The legislation will be dismissed at the end of the week if it fails to garner a majority vote.

Withdrawal for redrafting - The author of the bill may withdraw the legislation up until the third day of the election week.

Elections Integrity - The Elections Officer may call a misvote if there is an issue with the integrity of the election and restart it with a fresh week of voting.

Incorporation into the Articles - Any bill that passes and becomes part of the Articles of Association shall be added to the official documents by one of the Forum Elders.




IV. CODE OF CONDUCT AND DUE PROCESS

A. Code of Conduct The membership shall abide by the following guidelines:
Keep it clean. Debate never allows for personal attacks.

Do not insult a person based on race, religion, gender, or any other sort of characteristic.

Be rational. Make solid arguments.

Do not be offended. People have a right to state their opinion so long as they do not break the first three rules. Just remember, we are all friends here.

Refrain from baiting other members into emotional arguments.

Refuse to participate in any unlawful or forceful takeover of power in any region.


B. Mediation and Hearings
If a member fails to follow the above code, any member may request Mediation from the Internal Affairs Office who will endeavor to bring the conflict to a peaceful resolution through diplomacy and communication. If such efforts fail to solve the problem, the general membership shall act as jury in a hearing to determine the course of action with guidance from the Internal Affairs Office.

C. Impeachment of Government Officers - any Officer may be impeached for dereliction of duty, abuse of power, or failure to uphold the code of conduct.
Forum Elders may be impeached by a vote of a majority of Officers or by a 2/3 referendum by the Citizens of the region.

The Delegate may be brought up for impeachment by unanimous decision by the other Officers. The impeachment must be approved by a majority of active Citizens.

Other Officers may be impeached by a vote of three other officers, or by a 2/3 referendum by the Citizens.

Ejection and Banning - Any Officer may be denied special permissions during the impeachment process. Any member impeached or found violating the Code of Conduct or otherwise endangering the region may be ejected and/or banned as appropriate.


D. Filling of Vacant Posts
To fill a vacated Forum Elder position, a majority vote of Officers is required.

To fill a vacated Delegate Office a new election shall be called.

If any other Office is vacated, the Elders shall appoint a new Officer by consensus.
