does this come up as an issue?
my country is a corrupt dictatorship, but it's civil rights are listed as 'good'
is there any other way i can lower them other than by certain issues?
First off, Corrupt Dictatorship = Medium civil rights, Low economic freedoms, Low political freedoms. That means, if you lower them, you'll end up a Psychotic Dictatorship.
With that cleared up...
The only way to change your stats is by answering issues. Therefore, doing things like outlawing smoking, public nudity, and abortion will lower your civil rights.

I don't answer them honestly, I answer them to see what happens. And I give the army all the money, (which I probably wouldn't do in real life) Besides they must not have a real long list, because I answer the same ones quite a few times. I mean, how many times do I have to tell the Pensioners in Protest "Get a job"? LOL
