Eliminate corruption?

My government has been corrupt for a while and I've been trying to get rid of it with no success. Can someone point me to some issues that will help me remove the corruption? Also, is corruption multiplied by political freedoms? My rating went up to world benchmark at around the same time as I got the corrupt status.

What I mean by corruption is the government description: "The medium-sized, corrupt, pro-business government devotes most of its attentions to Education..."

to rerduce corruption, don't make any choices that could allow people to influence the government, of course, this will also harm political freedom.

But seriously, even 1% waste with an economy and population fielded by your nation...that's a lot of waste, as far as units of currency are concerned.

1% is not a lot in the world of nationstates. For example, your government waste is 10%, Washita.
