PLease help! I need to know if I eject a particular nation from my region is it permanently exiled? What are these raiders? Why are people so mean?

Usually a moderation issue if they get beligerant or break rules...
If they don't, the mods cannot much help.
However, if they are invading and are not natives, you can kick them out for ever. If they are natives, you can kick them out, but if you are not an internally elected delegate, you have to remove them from the ban-list...

{EDIT: They appear to be Non-UN and can not really do much anyway... although I've read some claims they are all the same person.}
