The game faq's said that waging war was only possible through the UN. How through the UN is this possible? (Also, where do those daily rankings come from???)

I think you may have misread the rules. There is no real way to wage war in the game, but if you're a roleplaying type of person, you could roleplay a conflict here on the forum.
I don't really understand your second question. The rankings are set by the choices you've made in running your nation, so if you've outlawed buisness, don't expect to be at the top of the "Largest Basktet Weaving Sector" list. But they're just for fun, anyway.
