You find a region you want to invade (best is one without a founder or a dead founder)
You get some friends with UN nations (one per person/computer/IP)
You make sure you got a UN nation yourself
You all move to the region, all endorsing one person, for example, you.
When the daily update strikes, you get the delegacy if you are the nation with the most endorsements at that time.
