Just a question. What is griefing, and how do you know what is and isn't inapropriate and annoying in nationstates?
I just want to know because a few days after I recruited someone, someone else from that region sent me a telegram that said:
YOU HAVE DESTORYED ALANTISES FOUNDER! YOU REGOIN OF THE FUNNY GUYS MOTHER FUCKERS!
Is this griefing?

No, that's flaming.
Recruiting people from player-created regions isn't allowed.
Flaming isn't allowed.
Save the telegram and report it through the getting help page, you can find the link on the FAQ page.

What do you mean recruting is not allowed!? Of course its allowed, it has happened to me and these other people do it and say its a big part of the game.

the way I see it, you can try and recruit anyone, A good regional leader will inspire loyalty. A bad one will not. needless to say, my own recruiting efforts have thus far been unsucessful.

Regional recruiting has very specific rules. See the link in my signature to read all about it.
And technically (according to Max and the FAQ), what he described is also considered griefing. Most people use the term to describe region griefing, but it's broader than that.
