I think these are what you're looking for.

1. Normally twenty-four hours, but sometimes several days.
2. Your population should increase every day, yes. Usually by several million.
3. You can improve your economy over time by answering your daily issues in a pro-economy fashion.

For question 2 your populations will rise 1 million a day. After 10 million it shoudl change.

3. Answer those issue thingys. You can get them by scolling down on your main page or in the pane to the left under "issues". Every choice you make has a different effect upon your nation. The impact can increase or decrease: crime, your economy, political freedoms, civil freedoms, the environment, and taxes (I'm probably missing some, but that's a basic rundown.) If you're really into it, a calculator like http://nseconomy.thirdgeek.com/ can give you a more specific breakdown of your economy and tax distribution. Hope this helps.

3. Any issue that says "Think of how this will benefit our economy!" or promises to increase jobs or decrease taxes and government spending will benefit your economy. I'm trying to do the same thing and my economy recently went from "Struggling" to "Developing". Also make a lot of pro-business decisions and your economy will be raised.
