Trade - Dosen't exist. It is just role-play.
Alliances - Generally regions ally with each other in case of attack and friendship.
Regions - Well a region is a community of nations. You can create yoru own or become apart of one.
Budgets - Well, are you talking abotu economy. If not it is role-play again. http://nseconomy.thirdgeek.com is a good site.
