I'm looking for a small region that doesn't choose a delegate, just whoever has the most endorsements. It also helps if you're evil.
Zyzox IV is where it's at. We're not exactly small, but we don't elect a delegate, it just goes by who has most endorsements. We're also not exactly evil, but you're free to be as evil as you wish. We're good like that.

We are a small region and though we have a Senate and Prime Minister elections, there are no elections for delegate, just whoever has most endorsements. Though we don't like invaders ;)
