Well, you can't exactly just decide to add a given amount to a certain part of the government spending. (unless you mean just for RP'ing) You basically have to respond to each issue as you receive it according to how you want your nation prioritized. It is also a good idea to weigh the options you want to choose against the possible results that could take place -they are not always what you had in mind. Some issues give clear ways to increase certain areas of the budget -such as choosing the new judge, appropriating where taxes are spent, and others. You just need to wait until issues come up that pertain to the departments that you want to increase.
Note: This is just my opinion and experience, I'm not a moderator.
