Just curious. I don't want to click confirmation email until I know I can get out somehow and use my puppet nation as a UN flunky instead of my prime nation.

Yes, when logged in as your UN nation, you view the UN page. The button that said [apply] will now say [resign]

A question: If you've quit the UN and have no nations in the UN, can you rejoin? I think so, but being the doubting, in-denial person I am I want verification, because I want to rejoin the UN with this nation (I have others but they aren't UN)

Sure, as long as you only have one nation at any time in the UN, and no more.

You can resign, rejoin with the same nation, rejoin with another.

Just a few notes:

Keep some time between resigning one, and clicking the confirmation link in the email for the other. (and always keep it in that order, resign one, admit the other. Other way around is bad)

If you have a UN nation, it is possible (and legal) to apply with another nation, if you use another email address. This application will be good for a few days (there is a certain number of outstanding applications the UN can hold, usually enough to keep emails valid for a few days)
Just remember to resign the one UN nation before clicking the link in the email for the other, and never more than one.

And keep some time in between, at least an hour, just in case to be on the safe side.
