I want to designe my own flag, with a neat pic, I found. It's not offensive, but I don't know what the site's policy is, for copywrighted. I'm not even sure if it IS copywrighted, or not. It says, MAYBE. Can or can't I?
you know thats never stopped me using pictures before....

The picture is probably copyrighted, but I doubt the mods are running around enforcing said copyright. Many people, such as myself, use flags that were "created" and "owned" by other people.

If you alter a copyrighted image, or combine two to form an original one, it is technically considered an original design. But, I seriously doubt anyone will care if you use a copyrighted image unless it is for some financial gain which would be wouldn't make sense on NS.
