Ruling question for the mods

First, allow me to apologize if I have posted this in the wrong area, but I really didn't see a more appropriate place to do so.

I am aware that invasion of a region, followed by password protecting it without sending the password to the natives is considered griefing.

Does this apply in a non-invasion context?

Our situation is that our region is going to be undergoing a referendum to ratify a constitution. For security reasons, we wish to password protect the region during the proceedings, as RMB posts may be considered valid votes, and we don't want outsiders entering to skew our vote. As well, our constitution addresses passwording the region after a vote of no-confidence until a new executive can be elected.

If we had 16 or 20 nation, this wouldn't be an issue. However, we have over 200. TGs to every nation with the password will be exceptionally time-consuming, especially for a government whose officials are already tied up trying to help another region through a crisis.

Our hope is that by checking this before moving, we can avoid any major issues, and therefore I await your response.

founders and native delegates can password a region without having to give the password out. also, next time you need a ruling from a mod, the best place to post is in moderation ;)
