Can you possibly get new issues? I keep on getting the same ones over and over again.

When I last checked, there were around 170-180 issues. If you've been here since December 2004, and we take as a given that there are thirty days in each month...
If you answer one issue a day you should have had most of them after five months, taking into account that you're not likely to get every single issue unless you've gone through all the possible government categories in that time. If you answer two issues a day you should have had most of them after three months, give or take.
Keep in mind that when I started this game in 2003, there were only thirty issues and I was doing two issues a day so you can imagine how fast I started getting repeats. :)
If you're getting bored with the game just try to get into a different aspect of it. Get active in the UN, start RPing, join an active region and get involved in the politics there, try debating on the General forum, become a defender or invader. There's plenty of stuff to keep you from getting bored on this site if you look for it.

Issues repetition is normal. Check that link out. Each issue has specific qualifications that you need to have before you get it, some more specific than others.
