Sure. Just pay attention to how you address the issues. For example, let's say you started with a socialist nation. If you choose rabidly capitalist solutions to your issues it won't remain socialist for long.

yes, just answer issues in a manner that would make your country as you want it to be. a friend of mine had a nation that was a democratic socialists, and now it's a Father Knows Best state.
