"socially progressive" versus "social welfare"?

On my nation page, I keep seeing, "The Free Land of Kylydhandyle is a tiny, socially progressive nation, known for its complete lack of social welfare." What exactly is socially progressive about that?

Well, yes, but social welfare is liberal too. My country doesn't strike me as particularly liberal, but it's anarchy, so I guess technically it's neither. My point was, I thought that "socially progressive" meant an excess of social welfare. Does it mean something different in NS?
