Try the Pacific Oceans (North, South, East and West.).

First of all, this should be in the gameplay forum.

Secondly, new players form in the pacific regions (the Pacific, the North Pacific, the East Pacific, the South Pacific, and the West Pacific).

Please also note that it is illegal to advertise in player-created regions, and that telegram spam is limited to one per nation, and RMB spam is limited to one message per 24 hours.

just look at the regional happenings in the feeders (remember to add the "the")

if you want brand new nations, just look at the nations mentioned like this:

13 minutes ago: The Holy Empire of Sakar008 was founded.

Overdoing, particularly regional messageboard advertising, can annoy people, and arouse negative sentiments towards your region, so you may not want to overdo it. Besides, if you post it on the Civil HQ of all of the feeder regions every 24 hours, exactly, you are probably reaching much the same crowd, save, some each time.

You might want to glance at the The One-Stop Rules Shop (http://forums.jolt.co.uk/showthread.php?t=416023) OFFICIAL rules thread. Some of these answers are slightly misleading.

Forbidden Actions: Gameplay

AdSpam: Spamming other people's regional messageboards with adverts for your region. The only places where you are allowed to put advertisements are the Gameplay forum or the regional messageboards of the feeder regions (The Pacifics, Lazarus, and The Rejected Realms) and official Warzones. And even then, don't over-do it. One ad per region (NOT per posting nation) in any 24-hour period is the rule. Don't post if an ad for your region is still visible, even if it's been more than 24 hours.

The same rules apply to sending advertisement telegrams to nations not residing in a feeder region: don't do it. No 24-hour rule here - one per nation, period. Report AdSpam using the Getting Help Page.

although i think fris missed something...

That's slightly inaccurate, every twenty four hours there are plenty of new nations in the feeders who may want to move. Frequently nations move to my region with populations of 6,7 or 8 million who never saw my previous ads when they were created but when they logged in at a later date they saw the one for that day and decided to move.

I may or may not have been exaggerating ...

But you still may reach the some of the players again ... although I think the first sentence was the crux of that statement anyway. Further that the statement in its entirety was not solidly based, as say, are the rules regarding this.
