Define regular.
If you mean non-UN nations, yes.
I have several.

What do you mean by "regular" nations? When do you regard a nation to be "regular". The term 'regular' in relation to nations is unknown to me.

At one point I had 128 nations ("regular" nations)
1 UN nation (well, if I had more, do you think I'd tell you?)
3 Forum Nations (all defunct now)
Now I have: 18 nations
1 UN nation
1 Forum Nation
I've never been prosecuted.

Actually, it's because I've never done anything illegal. Well, almost nothing...

Perhaps, Goldcrownland, you mean "regular" as in "main" nations. Kind of a grey area since it is kinda frowned upon if you use puppet nations to augment your main nation miltarily. Still, quite a few folks have many nations but take care not to let them interfere with eachother. Usually folks might have a "modern tech" nation, a "future tech" nation, a "fantasy" nation, etc... Or some have a "nation" but disregard all the stats since it is being used in the story as a terrorist group, an embassy, or something like that.
Does that answer your question?
