Only two conditions:
1. No need for active involvement in regional government. My nation is a pseudo-anarchy, and I can seldom be on IRL on weekdays.
2. If it has a map, there needs to be room for a landlocked desert region.

Please join the Union of Independent States! It is a small region (approximately twenty-five nations), but one that has the features of a huge region, such as a well-managed and active forum, a constitution with a clause for amendments, an NS Wiki page, regularly scheduled elections, "heated" debate, multiple recruiters, active UN members, senior members, a membership in the ADN, and a rich history. The Union of Independent States has been around since July 2003, and still has some members who were there from the beginning. It has alliances and rival factions, and is an excellent place for any nation, be it new or old, right-wing or left-wing, forum user or not, puppet or not, or UN member or not. Also, the Union of Independent States has a "no password, no ejection, no banning" policy. Also, free speech on the regional message board and on the forum is a given, so long as it complies with NationStates rules.
In brief, the Union of Independent States is a friendly region that is great if you want a nice small place for your nation.

We have no forum, no map, no government, etc. We formed at first just as a place for a few friends to be in the same region, but we're looking to increase in size by a few states. Consider our region. Since it is the continent of Asia, there is most certainly plenty of room for a landlocked desert nation.
