I got the budget time issue and cut my taxes, but they're still at 100%. What gives? Is there some other way to cut taxes? Apologies if this is already covered, I searched and couldn't find it.

Sometimes, it takes you answering a few issues for decreasing the amount of tax percentage by any degree, rather than just one issue. Just keep working on it, and with any issue you get the chance to cut your taxes, do so. There isn't really much anyone else can say. Just watch out for those options that have unsuspected side-effects, because trust me, a lot of them do.
