Go to your regional page, and click on the link "Tired of life in (region name)? Then move to a new region!" which is located below the sentence that tells you how many nations are in your region. Click on Create A New Region. Fill out the info on your new region, and click "Create Region."

Alliances can be started off in many different ways. A lot of nations out there tend to stick together if they have the same ideals, such as Capitalists, Socialists, and even Nazis; however, that's not always the case. For example, my country is a dictatorship, and I have alliances with a few democracies out there. I suppose it really depends on your stance on the different situations that develop, and what side you choose to join.
You could start a thread saying, "Seeking Friendly Nations for Diplomacy" in International Incidents, and you can set up a conference or summit with other national leaders, and develop alliances with them. There are a lot of generous nations out there that are willing to RP with you, so don't be afraid to go out there and create that thread.
You could even join one of the larger alliances out there. Just keep watch of the front page, in International Incidents, and you're bound to find an alliance that you'd like to join. That is a good way to introduce yourself to many other nations out there, and could be the start of some great alliances.

That's something that can be arranged within your regions. If you mind another region out there that you'd like to align with, I'd suggest that you or whomever would represent your region, to create a puppet, and send them to the region that you wish to negotiate with. You could do so over the regional boards. If you don't wanna go through the puppet process, you could just telegram someone in their region and find out who their leader/representative is.
