FYI: It has to do with the UN. Click on the link in NS that says FAQ. Endorsements are found under the section about the UN.
Or, if you can't be bothered:
An endorsement means that you have the support of another UN nation for UN delegate. If there is another UN nation in your region, they can endorse you and you will become the delegate. You need 1 endorsement to become UN delegate, 2 endorsements to submit a proposal.

Actually you need more endorsements than anyone else to become UN delegate, with a minimum of 1.
Delegates can approve proposals for UN resolutions. 6% (148) of the delegates have to support a proposal before it can be submitted.
Once a resolution is at vote, delegates get an extra vote for every endorsement they have.
