I was looking at another region and it said they had a Prime Minsiter. How does my nation get one?

Well another region may have set up a government (not included in the game mechanics) and so a cabinet, whereby certain tasks have been delegated to them. Most likely being organised on a regional forum. Establishing a cabinet for your region would take, setting up a regional forums, and having discussions to forming a regional government, and perhaps then electing certain nations to certain positions.

Another nation may have a prime minister through rolepaying (not included again in the game mechanics), that is, collaborative, imaginative writing composed typically here on the forums, and so has simply made-up their prime minister and writen about him/her through the players imagination.

If you want a Prime Minister in your nation, you have to RP it.

In the region one of my nations is in, the prime minister is basically the UN delegate.

Yes, it said that because they have created one for themselves. You can pretty much have whatever type of government leaders, ambassadors, military officers, religious leaders, or any other titles and positions that you want your country to have. You basically use your imagination to think of who you want to do what. You can write your country's history, culture(s), military structure, government structure, and religion(s). Then you simply refer to them in posts or write a post in character (IC) from a certain character's perspective. You can also role play (RP) in any character you like. If you have any other questions let me know.
