Was curious about whether or not we're allowed to come up with our own laws for our own nations - or is this basically done through what our decisions are on our daily issues?

There are several answers to your question.
A) Statistically speaking, with the math and such that NationStates does for your nation, you can not make new laws that can change your economy, civil rights, or political freedoms, unless...
B) You submit the law in the form of a debatible issue with several solutions to the correct channels, the kind you find in your issue box every day. If a mod accepts it, then everyone can decide whether or not they want to impliment a law like yours in their nation. Or...
C) You can RP implimenting the law in the forums, which has no effect on the stats of your nation, but may change how people interpret those stats.
