I clicked to join the UN, but I just wanted to see if it had an application form. This may sound idiotic. but I'm wondering if I can leave the UN once I get accepted, then join latter when I am ready.

I believe you have to click a confirmation link in an email before it actually joins you to the UN. So you don't have to worry about accidentally ending up there afer clicking the "Join" button in-game.
And yes, there is a way to withdraw from the UN, and nations that have withdrawn can later join again.
