If my region roleplays on map of the world, how can I roleplay interaction with a nation that isn't on my region's map?

If the nation is in another region, then you can find that region's map and fly your RP characters over to that nation. If it's not on any map, you'll have to telegram the nation and ask him/her to post his/her map somewhere so you'll know who you're invading (or whatever else you intend to roleplay).

Also, you should visit the NationStates subforum (go to the main NS forum, click on the link that says "NationStates") and read the NationStates Orientation (http://forums2.jolt.co.uk/showthread.php?t=398818&). That will give you a few tips.

Don't count me as one of them. I have 0% of my budget on Defense and practically no active duty soldiers at all. Practically the only thing I can send over is cheese. (We make really good cheese in my nation.)

Can I completely ignore everything about my nation in NS in RP? Can I make up my nations stats?

Not completely. You'll have to abide by your population and your economy. It won't make sense if you invade another nation with 18 million soldiers and enough nukes to cost $1 trillion, yet you've only got a population of 14 million and a "Reasonable" economy. Worse, it's godmoding. However, you can make up anything else you want (i.e. its major industry is Arms Manufacturing; it's ringed by impassable mountains; and so on).

That's perfectly fine and not enough people do that, so you'll get some respect points.

Mostly, people would object to inflating your nation's power beyond what it 'deserves.'
