How does the game determine that your economy is frightening instead of all-consuming? does it use the GDP per Capita, GDP, or some other economic factor? i know issues affect the economy but what is the factor that makes an All-Consuming economy go to a Frightening economy

There isn't any specific factor, or any specific issue that will make your economy go from All-Consuming to Frightening, it's any issue that has to do with the economy. If you answer those issues correctly, your economy will rise. If you wanna get specific, certain issues will also raise your GDP per capita, as well as the GDP, which in turn, increases your economy as a whole.

Perhaps, after reading through some of the issues, you can determine which options will raise your economy. There is no official answer on what each answer to the issues does to you, because frankly, that would take away all of the fun out of answering issues, but good luck in finding the right answers.
