I've looked around on the propasal page of the UN, but I can't see an approval button anywhere.

Does one need a certain population/amount of endorsements/something before one can approve existing proposals?

Your region has to vote you in as UN Delegate. Only delegates can approve, not ordinary Ambassadors.
