Fair Progress

Hello! I hope I'm posting this on the right spot:
My nation (Fair Progress), just two days ago, had a Strong economy and Very Good civil rights and now, so little time past, has a Reasonable economy and Good civil rights. I passed laws to:
- tax religious organizations (should boost economy and lower civil rights)
- pay for rehab for alcoholics (should lower economy and boost civil rights)
- enable the privatization of prisons
- favour culture
- extensively test all products before they're sold
Is this variation normal? Do you agree with it? Should my economy go down so fast?!
