I need:

One with other space powers.
One with some older members. I don't want to be surrounded by n00bs.
One that has members that are active in forum RPGing.
One that is mostly "peaceful" (AKA: People who can respect other cultures, not close-minded n00bs)

If you can fit those criteria, please, by all means, give me regions.

Well, I can't help you there, but you might check some of the older posts on this thread for names. There's lots of places out there like that, or so I here. However, if you know anybody looking for a new region that is relatively mellow at the moment, direct them to the one I created. It's called "Greater Califoria."

While the region that I am delegate of is relatively new, we do fit into your other criteria, and I'm sure we aren't exactly "n00bs", seeing as we're all quick learners.

We don't mind RPG'ing, we're tolerant, so if you want to give us a look over, search "The United Emperies of Western Daf".

OOC: We’re much more into the role playing side of things, not the “crash a region and take control of the delegate” style of play. Most of us are modern tech but we accept all kinds of tech levels.

Sci-Fi/Fantasy, Battletech, Anime, Space, the imaginative, and more have a home here. Eternal Dimensions has an eclectic mix of experienced RPers and newbies, and the founder regularly RPs in II. As for me personally, I'm only now RPing a transition to FT. I must confess I am relatively new to the region myself, as I moved there for IC roleplaying reasons, but FT is definitely predominant in Eternal Dimensions. :)
