Yes, it is acceptable. I have around 10 by now, myself, and there are others with a great deal more even.

Are there any rules about it, or any commonly accepted forms of etiquette? I mean, I know you can only have one in the U.N., but besides that what's accepted and what's frowned on? For example, if you have two nations "conversing" in a thread, are you supposed to indicate that you're the same person?

In Role playing, it's best not to use puppets. It's generally frowned upon, especially using puppets to benefit your main nation some way.

In the General forum, as for as random 'conversing', anything goes...

This is known as puppetwanking, and there is/was a big debate in the UN forum about this.

But yeah, he's right. When roleplaying you shouldn't use puppets, especially to benefit yourself, as in a war. You can't make fifty billion puppets and say that they all allied to crush the opposition. I'm pretty much just verifying what everyone above me already said, I guess.

What if you have multiple puppets, and have your puppets fight each other in a war? Or have one puppet fight a war with another country, and have another remain useful.

Is roleplaying puppets in-character such that they do not benefit yourself considered okay?

Yes, though I try to keep my puppets in separate 'universes' so they don't interact with the same nations. Makes things cleaner that way and helps avoid accidents or temptation.
