is it against the rules to make several different nations, then make a regoin, then group all of yor nations into that one region?

Nope, as long as you don't have more than one nation enrolled in the United Nations.

Oh, and while I'll admit that smiley wars can be fun, they are generally frowned upon by serious RPers. Just thought I'd let you know. :)
