Well, firstly, welcome to NationStates!
Secondly, you're asking a pretty broad question there, so I suppose I'll skim over everything for ya.
If you came to these forums looking to roleplay, then mainly the International Incidents and Nationstates forums are for you. The Nationstates forum is mainly for character RP's/fantasy RP's/ and things like that, however, it also does include interaction between people on a national level. International Incidents is mainly for war RP's/nation interaction.
If you ever have any questions about national descriptions, or anything that has to do with the game itself, not in the forums, Gameplay is the forum you need to go to.
Technical is for any technical issues you are having with the game, such as not receiving new issues, your issues not being updated, or not receiving a validation email for posting in the forums.
The Moderation forum is for if you ever have any questions about within the forums. Read this (http://forums2.jolt.co.uk/showthread.php?t=288255) and this (http://forums2.jolt.co.uk/showthread.php?t=390152) to make sure you know what not to do, and how to report things.

The framework of the game is the Daily Issues. Answer them, and that will determine the "shape" your nation will take.
What region are you in? If your in a medium or large sized region, they may have some activities to get involved with.
