The rules say swastikas cannot be used as symbols in flags. But what about a communist sickle? Is that allowed? I'm not sure but some flags of the world that you can choose might have some sickles. So I suppose it is allowed

What is the rationale behind banning one offensive symbol and not another one?

It is fairly arbitrary to say one symbol that can be associated with death, destruction, and hate is okay and another is not, however, it is the decision of the head honchos of the site. They get to make whatever decision they like as to how the site is run. Refer here (http://forums.jolt.co.uk/showthread.php?t=275081) for more.

Swasticas are generally associated with racial intolerance, the hammer and sickle, while offensive to some, is less offensive to the majority as it doesn't carry the same implications of racism.

Once again history is written by the victors. The victims of Stalin and Mao are just as dead as Hitler's victims. The perception of the majority is irrelevant.

Right, but the perceptions of the owner of this site are relevant. He chooses what's legal and what's not.
