At first glance everything looks fine. The Delegate is electet by a majority
of all Nations. But be careful, if your Nation should get just a fraction of
the Endorsements, the Delegate has, he starts sending your Telegramms,
blackmailing you. Either reduce your amount of endorcements or get kicked.
I don't know how fast you have to comply with the demands, GBL was not
fast enough. This method seems to work fine, I can not tell for how long
it kept the current Delegate in office, because his Country changes Name
and Flagg regularly so there is no "elected XXX days ago" message.
