how fast does new issues accur
and why doesnt the issues disappear after i choosen
Those are noob questions, but the issues occur depending on how you have them set in the settings page for your nation. I don't know why the issues don't go away but they do go away when a new issue comes up.
BTW this might need to be in technical.

It depends on how many issues you have selected to recieve in a day. You will get one issue on the major game update around 9am - 11am GMT. If you have selected two issues a day, the second will come on the minor game update around 9pm - 1am GMT.
why doesnt the issues disappear after i choosen
This gives you a chance to change your mind. A pending issue will disappear on the game update.
