You should do some more recruiting. Nations seem to look for the larger regions in NationStates.
But nonetheless, Good Luck!
Invading or defending, that's up to the members in the region, but we won't invade other regions if that's what you're talking about, just make the political gameplay more realistic by adding war within the region...
