Currently I am designing a distinct and rich culture for my nation, not to mention a world factbook entry. Now, I have decided to have my nation be governed by a caste system. However, it is here my problem lies: I am trying to set it up so that the Priests Caste (the "Holy Order of Light" which maintains a monothiestic religion centered around the "Unrevealed Goddess) that is the highest-but not ruling-caste. I also don't want the system to be too harsh, but definatley not too soft.

Any suggestions? :confused:

The best nation is born when you don't try anything specific. Just do what you think is right and the right path will open up before you. My country is a fascist dictatorship and I love it!
