If the founder has left Delegate Access to Regional Control enabled, yes it is possible.
Note that in some cases (low number of residents or other nations kicked as well) it may be illegal for an invader delegate to do so. But an internally elected delegate may do it.
Also note that nothing can stop the founder from returning and handling the... rebellious... delegate.
