You need to be in the UN for starters.
Then when your in the UN, other UN nations may view your page, and near the bottom, it'll give you the option to endorse that nation. If you want endorsements, ask around polietly without spamming, or run a 'campaign' for them.

You can also only be endorsed by members of your Region.
