I have a minor problem.

My nation, through various choices, has ended up becoming a Psychotic Dictatorship. I want a more democratic form of government, though. Is there any way I can pull myself out of this dilemma?

Yup, indeed there is.

You just need to choose issue choices that seem more liberal. Can't specify them all here, but check the "Got Issues" forum for some handy pointers in how to do it.
