Read the FAQ's (http://www.nationstates.net/cgi-bin/index.cgi/56603/page=faq).
Also go through the individual forums here in the NationStates forum, and read the stickies at the top of each page, they'll give you a great headstart into several area's of the game.

Hey there! I see you've come to the right place for games, although, this game is quite different from the typical 'online' game. This website is a free-form roleplay, which means that you do and say whatever you want to say. Your army, political stance, etc. depends on what you want it to be.

That link is of another person, new to Nation States, asking about everything. There are only like 4 posts, so I suggest just going through what Nanakaland and I said.

Both of Euroslavia's posts lean towards the RolePlaying side of the game. There's plenty more to do. As suggested before, read FAQ's and stickies.

There is a lot to this game. Managing regions (or competing for delegacy), flag designing, invasions and defendings, United Nations, roleplaying, general, etc.
The first things I mentioned deal with gameplay. Gameplay means it can be done in the game without the aide of the forums (although is aided by the Gameplay or United Nations forum occasionally). Region managing means you create a region (or get elected as UN delegate) and recruit, create regional maps, your own regional forums, websites, etc. Competing for the delegacy means you sign up for the United Nations and try to get the most endorsements to become UN delegate (or try to keep the most endorsements). Flag designing is what some people, like 1 Infinate Loop, do. That's self-explanitory.
Here's where gameplay gets very interesting - invasions and defedings. What happens is a group of UN members get together and decide to change regions. When they do, they all endorse one of them as a delegate and try to take over the region. The defenders try to endorse the old delegate to keep things the way they are. Sometimes kicking is used and these things occasionally border illegal actions (moderators are the judges of each situation). There's also the United Nations in general. You can apply for the UN and then try to get things passed in the UN by voting, creating your own proposals, endorsing, etc.
There's also roleplaying. That's where you have wars, diplomatic RPs, character RPs, etc. That's covered in depth in many good threads in NationStates and International Incidents and is described in the thread Euroslavia refered you to several posts up.
Then there's the General forum. It's a place for RL conversations, debates, politics, etc. You could always have conversations there.
This is a brief runthrough of NationStates, a place to start. You probably can't do all of these, but you could combine many. The stickies are helpful, too. I covered gameplay in depth because it is in the gameplay forum, but roleplaying and general are very interesting, too.
P.S. Not a November 2004 nation. Really a March 2003 nation resurrected.
