I'm trying to get my political freedoms down, and I came across this issue.

option 1 is to ban this sort of free speech

option 2 is to allow it

i'm preparing to adopt option 1, but would it lower civil rights or political freedoms? i don't want it to lower civil rights, as i'm trying to get it up.

I'd say it'd lower both.

I'd also say this goes in the Got Issues? forum. ;)

Does anyone actually know? Time's running out, I've already picked an option.

Option 1 definitely lowers Civil Rights; I'd dismiss the issue, which has no effect, if I were you.
