How do I approve a proposal in the UN?

nevermind i found out only a delegate can do it. My next question is how does a region elect a delegate? or how does someone in a region run for delegate?

You need to be the UN Delegate of your region in order to sift through the proposal list and approve the ones you wish.

and how do i run for UN delegate, or nominate someone for UN delegate, or become UN delegate

You join the UN. Once you do, and you're a member, there's a little button that says "Endorse X" at the bottom of your nation's page... whoever has the most endorsements in the region is the Delegate.
