Nationstates is basically a free-form roleplay, so a declaration of war could simply be "I declare war on *insert nation name*." But make sure that you have a valid reason to declare war, and state those reasons in your thread, very thoroughly. The stickies in International Incidents and Nationstates forums can help you very well. Good luck!

I had war declared on me the day before yesterday,
and the crap thing is that i actually know the guy who declared war on me,
he is annoying

But.. first I gotta get myself sum good allies.. not the guys in my region,
they r useless :( :p
