I checked the first six nations on the UN rankings today in my region, and here's what I found:

Halcia is ranked 1st in the region and 8,533rd in the world for Nudest.
Anture is ranked 2nd in the region and 8,534th in the world for Nudest.
Jacobstalia is ranked 3rd in the region and 8,535th in the world for Nudest.
Tequillaria is ranked 4th in the region and 8,536th in the world for Nudest.
Santo Fabuloso is ranked 5th in the region and 8,537th in the world for Nudest.
Luna Amore is ranked 6th in the region and 8,538th in the world for Nudest.

WOW and that is real cool!!

It happens when nations are tied in the rankings.
It just lists them in the order that they were updated in the region.

Wow. That's quite a coincidence! I can't even imagine all the factors that came together to make that happen! Awesome! :p
