Bit confused by NS forum

Is it just me, or is a good bulk of the RP on the Nationstates forum not actually related to Nationstates? I'm sure it's allowed, obviously, but everything seems to be written on a personal/individual character scale rather than on a governmental or national one, so it can be hard for me to tell the difference, or find something my nation could be involved in (apart from the various sports championships).

What about the "City" and "Exorcist" scenarios? It seems like they're playing characters specific to that RP in both cases.
EDIT: Apologies if this is coming off as hostile or critical. I'm not saying that such-and-such an RP thread is off-topic or wrong, it's just that I, as a relative newbie, am a bit disoriented and don't know quite where to jump in. I'm not suggesting or demanding any changes.

As an age-old nation, I'll answer this as it relates to me.
When I first joined NationStates, I RPed as my nation, joined alliances, fought wars, and then eventually got bored. What kept me and my interests here on this site was this forum. Character-Based and Plot-Drived Roleplays involving characters of a nation (not necessarily your's) became the new thing...and they can be a lot more interesting...and better written.
The day to day nation thing got old...people are just more interesting than entire nations. Even a "west-wing" style of approach involving the characters that make up your government gives you millions more possibilities than just "my nation says this...my nation does this...etc."
