I have an allied nation that recently won a war against a few others.
One of these nations surrendered to him without a shot.
The question is since he surrendered to him unconditionally, can the winning nation go and say that he's added the entire population and his economy to his own? That they are now a part of him, and he can use everything that they have?

um, is this even the right place to post this? Read the stickies a bit, and are still not too sure.

I am Confused. IF you are talking about nations rather than regions then if both are happy RPing, then by all means, your friends nation now owns the other. But in reality this is not the case. Regional war is a lot different as im sure you are aware, on account of the fact it can have actually reprocutions on a nation within it. A moderator will respond in a minute im sure.
