How exactly, in detail, does this work? I've read FAQs and looked around, sorry about the noob-ish question. I gather tht you post, but what money can you spend? The fall-off from the government budget? And how do you send/receive payments? Thanks.

It's purely rp based. If you are a realistic gamer, you will want to use one one the GDP and budget generators to tell you your military budget. I'll post a link if I can find them. There is a post in Sound & Fury > NationStates. Click search forum and then search for "spreadsheets" and you'll find a post by Rejistania.
